Minot Daily News: Congress needs to see economic value in flood control

The key to obtaining federal funding for flood control in the Souris River Valley lies in proving the economic benefits of a project, Congressman Rick Berg, R-N.D., said in Minot Wednesday.

Congress will want to see the cost effectiveness of long-term flood protection, he said.

"They will look at the economic impact of no protection and what that is going to cost the federal government," he said. "Can we prevent this from becoming an ongoing cost to the taxpayers if we fix it?"

Berg also said it will be critical in winning federal support to have a flood protection plan that has broad public support. Berg met with Minot city officials for an update on the current status of a draft flood protection plan.

"From my perspective, it looks like a very good plan," he said. "I am sure there's still room for public input. A lot of people have to come together because we want solid support when the plan is presented to the feds."

Berg said he is optimistic about the possibility of federal funding for flood control along the Souris river. The sense of self reliance associated with Minot's strong economy may be the one factor that works against funding, he said.

"Here in North Dakota, we take care of ourselves," Berg said. "We don't expect the federal government to take care of everything. So we are not at the front of everyone's mind."
